Please read this before paying a Traffic Citation.
Hafa Adai! Welcome to the Traffic Violations Bureau (TVB) online payment service. This site allows you access to make online payments toward your traffic citations and is provided by the Judiciary of Guam. The TVB provides access to information from traffic citations filed in the Superior Court of Guam.
The information displayed is from official records, but does not comprise all information from court records available to the public. Confidential cases, sealed cases and sealed documents are not available online. The TVB has attempted to protect personal identifiers by blocking electronic data fields containing Social Security numbers, birth dates, home addresses and home telephone numbers.
To make an online payment, the last name of the person who received the traffic citation and the Guam Uniform Complaint and Citation number is required. For unattended parking citations, the last name of the registered owner is required. If you do not know the traffic citation number please contact the Traffic Violations Bureau (Hagåtña Courthouse) at (671) 475-3421/3124 or the Northern Court Satellite at (671) 300-7083/7092/7094.
If you recently received a traffic citation and are unable to access the citation online, please contact the TVB at the numbers above.
Transactions can only be processed by using a credit or debit card card with a Visa or MasterCard logo.
Be advised that credit card payments are subject to a 3.10% credit card convenience fee.
JusticeWeb payment site will work with Internet Explorer 10 and 11, Google Chrome, and Safari. Mozilla Firefox is not a supported web browser.
Payment in full of fines and costs are required. No partial payments will be accepted.
WAIVER OF APPEARANCE AND PLEA OF GUILTY
By proceeding to pay a traffic citation, you affirm that you have read, understand, and waive your right to a trial and do hereby plead guilty to the offense(s) as charged in the citation. You also waive your rights to a hearing and acknowledge that bail will be forfeited in lieu of a fine.
You may, if you wish, contest this matter by first appearing in person at the Traffic Violations Bureau.
PAID CITATIONS WILL APPEAR ON THE VIOLATOR’S DRIVING RECORD FOR A PERIOD OF TEN (10) YEARS. UNATTENDED PARKING CITATIONS ARE ASSESSED TO THE REGISTERED OWNER.
By proceeding to pay a traffic citation, you do hereby declare that you are the person or a person authorized by the individual named on the citation that is being paid. You do understand that legal action may be taken if you are not the person or a person authorized by the individual named on the citation.
PAYMENT OF YOUR CITATION ONLINE
Payment for certain traffic citations cannot be made online. The person issued a citation for any of the following must appear at the Traffic Violations Bureau in person:
