These Rules and Procedures have been promulgated by the Judicial Council of Guam pursuant to the authority of the §66 of the Guam Code of Civil Procedure and Guam Public Law 20–28. If Rule 92 and the remaining portions of the Guam Rules of Civil Procedure (hereinafter "GRCP") and the Superior Court of Guam Rules of Court are inconsistent with each other or there is an ambiguity between them, then Rule 92 shall control. The Small Claims judge or referee has the authority to waive compliance with the Small Claims Rules and Procedures in order to effectuate substantial justice between the parties.Source: Public Law 20-28:1 (e)
