Hon. F. Philip Carbullido

Associate Justice

F. Philip Carbullido was appointed a full-time Associate Justice to the Supreme Court of Guam on July 3, 2000 by the Honorable Carl T.C. Gutierrez, Governor of Guam. Mr. Carbullido was subsequently confirmed by a unanimous vote of the Twenty Fifth Guam Legislature and sworn in as an Associate Justice on October 27, 2000. On January 22, 2003, Justice Carbullido was elected Chief Justice to fill the remaining term of retiring Chief Justice Peter C. Siguenza. He continued as Chief Justice until January 15, 2008.

Justice Carbullido has earned the esteem of his colleagues on both the regional and national arenas. Justice Carbullido served as President of the Pacific Judicial Council, which consists of the Chief Justices of Guam, CNMI, Palau, the Federated States of Micronesia, the Republic of the Marshall Islands and the Territory of American Samoa. On the national level, his peers at the Conference of Chief Justices, which consist of the chief justices of the 50 states and the U.S. commonwealth and territories, elected him to serve a two-year term on the Board of Directors, during the 2005 Annual Meeting.

Justice Carbullido was born on February 5, 1953 in Tamuning, Guam. He is the third of nine children of the marriage of Francisco Chaco Carbullido and Maria Salas Castro Carbullido.

Justice Carbullido is married to Fay Diana Garrido and they have four children: Brandon, Kristina Joy, Adam Philip and Steven. Justice Carbullido’s in-laws are Facundo Diego Borja Garrido (deceased) and Florencia Lizama Garrido.

Justice Carbullido attended Cathedral Grade School and went on to graduate from Father Duenas Memorial School in 1971. He then attended the University of Oregon in Eugene, Oregon and received a Bachelors of Science Degree in Political Science in 1975. Upon graduation from college, Justice Carbullido attended law school at the University of California, Davis and graduated in 1978 with a Juris Doctor Degree.

After graduating from law school, Justice Carbullido returned to Guam. Justice Carbullido is entering his 30th year in the legal profession in Guam. He started his career in August of 1978 as a legal intern/Assistant Attorney General in the Office of the Attorney General. After ten months of government work, Justice Carbullido went into private practice. He first started as an associate with the law firm of Arriola and Lamorena Thereafter, he joined the law firm of Arriola & Cowan.

Justice Carbullido then decided to open his own law firm and in 1983 co-founded the law firm of Carbullido & Pipes, P.C. In 1997, he established the law firm of Carbullido Bordallo & Brooks LLP which was subsequently changed to Carbullido & Brooks LLP until his nomination to the Bench.

Justice Carbullido has extensive experience in civil, commercial and administrative law. As a private practitioner, he engaged in complex real estate transactions and commercial loan documentation. Justice Carbullido was the former legal counsel to the A.B. Won Pat Guam International Airport Authority, University of Guam, Port Authority of Guam, and Guam Preservation Trust. He was also legislative counsel to the 17th Guam Legislature and legal counsel to the Committee on Health, Ecology and Welfare of the 21st and 22nd Guam Legislature as well as the Committee on Tourism and Transportation in the 22nd and 23rd Guam Legislature. Justice Carbullido also served as a board member of the Guam Finance Commission and was chairman of the Democratic Party of Guam for three terms. Prior to his nomination to the Bench, he was a member of the Piti Parish Council, the Guam Visitor Industry Education Council and the Guam Hemophilia Foundation.

Justice Carbullido is a recipient of the professional-technical scholarship from the Government of Guam. He is also the recipient of the Award of Merit as one of Guam’s outstanding young people of 1983 from the Pacific Jaycees.
