Judge Steven Sablan Unpingco was born on May 19, 1957 in Guam. He received his undergraduate degree with honors from St. Louis University and his law degree from the University of San Francisco in May, 1982.

Judge Unpingco’s extensive legal background includes: having served as legal advisor to the late governor Ricardo Bordallo from 1982 - 1985; legal council to various Senators of the Legislature, solo private practitioner from 1985 to 1997. Judge Unpingco was also a tenured Associate Professor at the University of Guam and has chaired the Legal Studies and Public Administrator Department and various committees in the campus community.

His community contributions include pro bono services to elderly citizens and lecture services to the youth and elderly in the English and Chamorro languages, pro bono services to landowners concerned with the preservation of marine ecosystems, member of the Knights of Columbus, primary and secondary school Board of Education and the Guam Fishermen Cooperative Association.
